The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Mental Health Policy Analyst in the Bureau of Mental Health.
The Office of Policy and Planning at the Bureau of Mental Health is responsible for a variety of roles including but not limited to: 1) policy analysis and research which includes environmental scanning, identifying, evaluating, and reporting of emerging trends in health care delivery and financing and analyzing trends for their interactions with Bureau programs and implications for future policy development and planning; 2) policy counsel to Bureau leadership and its program offices, 3) policy coordination with various internal and external policy stakeholders, and 4) strategic planning for the Bureau and its various program offices.

|Duties:||Job Duties and Responsibilities:
Conduct policy and best practices research on emerging trends in healthcare delivery and financing, legislative and regulatory matters.
Perform policy analyses and basic data/ economic analyses.
Prepare policy positions, opinions, memorandums and brief reports as requested or deemed appropriate.
Track proposed federal, state and local legislation, regulations and other policy processes and produce summaries and draft comment letters.
Work with the Bureaus program offices to provide guidance on researching best practices.
Support Program staff in policy formation around housing, employment and benefits for people with mental illness.
Assist in developing strategic direction and producing strategic plans to ensure that the Bureaus work is consistent with its mission.
Collect, analyze and present data relevant to policy projects as needed.
Other duties as assigned.
|Qualifications:||Minimum Requirements/ Preferred Skills:
A Master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, social science, environmental science, social services, organizational research or program evaluation, program planning/evaluation, and two (2) years of satisfactory full-time professional experience;
Knowledge of and experience with the public mental health system especially in the areas of current trends in Medicaid redesign, Medicaid Managed Care housing, employment and rehabilitation;
Strong research and analytical skills;
Knowledgeable about policy development ;
Able to work independently and manage multiple priorities in a fast paced environment;
Excellent written, verbal and presentation skills;
Proficiency in Microsoft Word, Excel, Project, Power Point, Outlook, SAS/ SPSS.
