Salary: Grade 32
Salary Range: $101,782 - $122,500

The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Health Homes Specialist in the Bureau of Mental Health.
The Bureau of Mental Health is responsible for mental health service delivery to residents of New York City. Through contracting with NYC service providers and administering programs directly, the Bureau is responsible for procuring and overseeing over 400 treatment, rehabilitation, housing, case management, advocacy, and Assisted Outpatient Treatment programs comprising over $200 million. Bureau staff is responsible for managing the development, implementation, and oversight of ongoing and new contracted mental health programs in order to ensure full access and quality, community-integrated, recovery focused care for all residents.
The Health Homes Specialist will oversee all bureau related activities as they pertain to the new Medicaid Health Homes initiative. S/he will design, develop and implement best practices and activities that increase the knowledge and ability of behavioral health services to meet the health needs of the people they serve as well as to coordinate with other parts of the healthcare system including primary care, hospitals, Federally Qualified Health Centers (FQHCs). This individual will need to work closely with other Divisions and programs throughout the Department to leverage existing resources and the Health Homes system for people with mental illness including people who are homeless, people served in a variety of rehabilitation, treatment, case management and other programs funded and managed by the Department.

Job Duties and Responsibilities:
Analyze and assess/survey the landscape of mental health services in NYC for their current practices around health and Health Homes activities for the individuals they serve
Develop constructive working relationships with State Office of Mental Health (OMH) staff and communicate with them on an as needed basis regarding provider issues
Create metrics, standards of care, research evidence-based practices and implement measures of accountability for Health Home providers to better manage and coordinate the health and behavioral health of the individuals they serve
Work closely with the office of E-Mental Hygiene and the Departments Primary Care Information Project to reflect these standards in ongoing health information technology development and projects
Work with the community-based providers who receive mental health funds for health integration to ensure the use of best practices and continuous quality improvement
Identify best practices, innovation, and opportunities for growth and development
Monitor ongoing Health Home related expenditures to achieve maximum value of performance delivery
Perform follow-ups and engage mental health staff from other offices including the Office of Criminal Justice, Housing Office, Treatment Office, the Assisted Outpatient Treatment (AOT) Office, and the Rehabilitation Office with program related issues and performance updates
Improve the use of data to track and improve health outcomes for people with mental illness
Work closely with the Office of Consumer Affairs to identify ways to reach more individuals with mental illness with public health initiatives

Minimum Requirements/ Preferred Skills:
A Baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months or which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work; or
Education and/or experience equivalent to (1) above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health; public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years.
Clinical knowledge and significant provider experience in behavioral health treatment and/or services, research experience and strong writing skills. Ability to think strategically around policy, program development, and project management
Strong analytical and management skills and have the capacity to work with staff involved in various projects.
Excellent written and oral communication skills.
Proficiency with Microsoft Word, Excel, Power Point.
