The Research Foundation for Mental Hygiene, Inc is currently seeking a qualified candidate to work full-time and serve as a Performance Measurement Coordinator in the Office of Performance Measurement and Evaluation in Albany, New York. The incumbent will coordinate the data collection effort and conduct the program evaluation components of Project Hope and Project Renew. These programs provides free crisis counseling services to persons, families and groups most affected by the recent flooding in following tropical storms Irene and Lee. The projects are funded by the Federal Emergency and Management Agency (FEMA) and administered by the Center for Mental Health Services (CMHS) and the New York State Office of Mental Health (OMH) in conjunction with the RFMH. This position runs through October 30, 2011 with a probable extension through July 2012.

| Duties: | The duties of the Performance Measurement Coordinator will include, but are not limited to the following:
Assist with the training of crisis counselors in the proper completion of encounter logs, weekly activity tallies and other forms required for the evaluation
Establish procedures, data bases, spreadsheets and other computer applications as necessary to support data collection and project management
Develop and maintain effective working relationships with Project staff to facilitate the systematic and orderly flow of data to document service provision
Implement a quality assurance system to ensure that the data collected are complete and accurate
Organize and supervise the work of a data entry clerk assigned to the Project
Conduct appropriate quantitative and qualitative data analyses and prepare reports from service encounter logs and other evaluation data
Conduct site visits to service provider locations and participate in the conduct of interviews with staff for the qualitative component of the evaluation
Prepare written and graphical summaries of findings and project activities for internal and external communications/ publication

| Qualifications: | Minimum Qualifications:
A Bachelors degree and three years of professional research experience in an appropriate field; or a Masters degree in an appropriate field and one year of such experience; or a Doctorate in an appropriate field. Appropriate fields include Psychology, Sociology, Social Work, Public Health, Biostatistics, Economics or a related social science field. Knowledge of statistics and strong written and verbal communication skills are required
Proficient with Microsoft Office suite of products including Access, Excel, Word and PowerPoint
Strong analytic and programming skills, including proficiency with SAS for quantitative statistical
Solid organizational and communication skills
Fluency in the English language
The ability to work independently and effectively supervise staff
Travel to program sites required
Preferred Qualifications:
Experience coordinating projects involving multiple sites
